“When I seemed at the procedures, I won’t lie, I was stunned at the prolonged procedure, that at any specified place prior to the precise Senate impeachment demo proceedings could disqualify the copious amounts of evidence that demonstrate clear and repetitive actions of felony, corruption, and neglect of duty by Governor Torres above these many years. With no the evidence to back again it up, the impeachment approach is incomplete,” she reported.

“Doing what is proper is in no way effortless, but it is usually the right thing to do. So, senators, we question that you do what is suitable for the persons: to be reasonable. These guidelines? They are not honest. They skew in favor of this impeached governor.”

Democrat Rep. Corina Magofna then stepped up to the podium to also deliver her remarks.

“If the Senate overall body moves ahead and adopts the impeachment procedures as it is, then you are going to be encroaching and overreaching into the House of Representatives’ skills to prosecute the situation that’s before us. Plain and basic,” she explained.

Soon after the public comment interval, the senators discussed the proposed impeachment principles.

Senator Santos reported for the impeachment trial of previous Gov. Benigno Fitial in 2013, the senators “understood that their constitutional mandate was to carry out a honest and neutral hearing, and not to obstacle the sufficiency or dismiss the Dwelling articles of impeachment.”

“Mr. President, I do not fully grasp why the committee chooses to dictate who should provide as the impeachment prosecutor,” she stated.

Santos pointed out that in the U.S. Congress, the impeachment supervisors are chosen by the House speaker.

As for the rule to restrict the impeachment prosecutor to just the Household authorized counsel and staff members, Santos reported this is “unjust, unethical, unfair, and unreasonable” to the Residence of Associates.

“If these overreaching steps were being reciprocated, I undeniably doubt that the Senate would consent and tolerate this kind of disregard [for] the separation of the homes of Legislature, and this has been echoed by a number of associates of the Home of Reps,” she extra.

She also observed that there had been no constraints put on who the impeached official can have as lawful counsel and staff members for the impeachment proceedings.

“Again, this is hugely biased, partial, and unfair to the Residence of Representatives… I am not a lawful professional, but dependent on my comprehending of the proposed policies, the Senate will not be conducting a fair and neutral trial and, if these principles are adopted, we may possibly not even have a trial at all. The proposed policies are littered with bias. It is extremely apparent and noticeable that the scales of justice have been deliberately tipped to accommodate the impeached,” she mentioned.

In accordance to Sen. Deleon Guerrero, “It is crystal clear that the adopted impeachment procedures do not spell justice.”

Senator Manglona furthermore opposed the impeachment guidelines.

Voting in favor of adopting the rules have been the Senate president, the Senate floor leader, Hocog, Cruz and King-Nabors.
